Tottenham manager Andre Villas-Boas believes more faces will arrive at the club before the transfer window shuts.
Spurs have made four signings so far, headlined by €30million Valencia striker Roberto Soldado and €12.75m Corinthians midfielder Paulinho, but Villas-Boas thinks Technical Director Franco Baldini will help conclude further dealings before the September 2 deadline.
The Portuguese tactician made it clear that his goal was for Tottenham to be a club that finishes in the top four every campaign.
"I think six weeks have gone by and we have not completed everything we want to do," Villas-Boas said.
"I would say that at the moment, we are a great, great team, but we are looking to further strengthen our squad to make it even better.
"Our ambition is to aim for a top-four finish and to be established there every single season.
"We have decided that this year, with the arrival of Baldini, we can conclude a couple more deals to make us stronger and that's why we've been very active in the market."
Villas-Boas lauded the signing of 28-year-old Soldado, revealing his pleasure that Tottenham had filled a void in the squad and added a 'world class' forward.
"We had been chasing a striker for some time after we had released Clint (Dempsey)," Villas-Boas said.
"Because of that, we wanted to conclude this deal for a striker and we managed to get a world class striker on board (Soldado) - experienced in the Champions League, experienced at top level and just coming from a great Confederations Cup."
With the start of the Premier League season approaching, Villas-Boas was careful to predict how his team would fare in their first few games.
Tottenham struggled at the start of last season with an opening day loss to Newcastle before consecutive 1-1 home draws against West Bromwich Albion and Norwich City.
"Last year we were probably given a kind start and ended up with only two points from the first three fixtures," Villas-Boas said.
"We have this difficult trip to Selhurst Park that is always intense and emotional.
"Hopefully we can go there and put on the steady performance that allows us to bring the three points home."
Spurs will also begin their campaign without star attacker Gareth Bale, who is reportedly injured but is also subject to repeated transfer bids from Spanish giants Real Madrid.
