President Maurizio Zamparini claims to have found an investor who believes Palermo can win the Serie A title in three years.
According to the Rosanero supremo, an Arab businessman, Ahmed Al Zubeidi, is willing to pump five billion euros into the Sicilian outfit over the next five years.
"I have already found an investor," Zamparini told La Gazzetta dello Sport. "In mid-March we will present a three- to five-year project, with the aim to deliver the Scudetto to Palermo inside three years.
"It's a hope. The Arabs have money, but have zero visibility and football provides so much visibility."
According to Al Zubeidi, he will invest an initial "100 to 200 million euros" which will, in part, fund the construction of a new stadium.
Palermo are currently eighth in the Italian league standings, 16 points off the top under the stewardship of coach Bortolo Mutti.
